In Bali, real estate ownership is generally classified as Leasehold or Freehold.

A Leasehold allows foreigners to lease land from an Indonesian owner for a fixed period typically between 25 and 30 years, with options to extend. This is the most common and legally safe structure for international investors, offering full usage and development rights during the lease term.


A Freehold (Hak Milik) means full ownership of the land and property, including all legal rights. However, this type of ownership is restricted to Indonesian citizens only.

Foreign investors who wish to hold property under a freehold structure must do so through an Indonesian PMA company (foreign investment company), which allows them to legally acquire, manage, and lease properties while complying with Indonesian regulations.


This structure ensures full legal protection and provides a transparent framework for foreign investment in Bali.


Land zoning in Bali determines what types of development are permitted in specific areas defining whether a property can be used for residential, commercial, or agricultural purposes.

For example:

• Pink Zone areas are designated for commercial and tourism-related projects, such as villas, hotels, restaurants, or co-living spaces.

• Yellow Zone areas are intended for residential development, allowing the construction of private villas or family homes.

• Green Zone areas are typically non-buildable, reserved for agriculture or protected land however, small-scale developments may sometimes be permitted if the total built area remains below the government’s threshold.

2. SLF Certificate (Sertifikat Laik Fungsi)


The SLF, or Building Function Certificate, is issued after construction is completed.

Both the PBG License and SLF Certificate are mandatory for legal compliance and long-term property security.

1. Notary and Legal Fees

Notary fees are generally 1% of the property value, with a minimum fee of IDR 5,000,000, depending on the complexity of the agreement.
